NCB No. 5, Procurement of Office IT Equipment for Road Maintenance Units and Motorway Management Unit

The Government of Azerbaijan Republic has received financing from the World Bank toward the cost of the Third Highway Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Office IT Equipment for Road Maintenance Units and Motorway Management Unit.

These contract will be jointly financed by the Government of Azerbaijan Republic.

State Agency of Azerbaijan Automobile Roads (SAAAR) (the Purchaser) now invites sealed bids from eligible bidders for Procurement of Office IT Equipment for Road Maintenance Units and Motorway Management Unit.

List of the related Services:

S-1: Furnishing of tools required for assembly and maintenance of the supplied Goods;

S-2: Furnishing of an operation and maintenance manual for each appropriate unit of the supplied Goods;

S-3: Customs clearance.

After-sales service shall be available in Azerbaijan for each Item either directly from the Manufacturer or through the Supplier. The after-sales service shall also have the authority and duty to honour the Manufacturer’s warrantee.

Latest Delivery Date for all Goods is 60 days from the date of signing of the contract.

Alternative bids are not applicable.

Post-qualification requirements:

 (a)  If Bidder is Manufacturer:

(i)    Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The Bidder shall provide documentary evidence that it meets the following financial requirements:

An average annual turnover for the last three years of not less than the equivalent of: USD 180,000.

Joint venture partners shall collectively meet the requirement and each partner shall individually meet half the requirement.

The Bidder shall demonstrate its financial capability with audited financial statements for the past three years.

 (ii)  Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

  • Have manufactured and supplied good similar to the those specified in the Schedule of Requirements in a quantity at least equivalent to the quantity specified in the Schedule of Requirements in any one of the last five years.
  • Be in the continuous business of manufacturing goods similar to those specified in the Schedule of Requirements during the last three years prior to the bid opening.

 (iii) Documentary Evidence

The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

  • a detailed description of the essential technical and performance characteristics of the goods;
  • a list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser;
  • an item-by-item commentary on the Purchaser’s Technical Specifications demonstrating substantial responsiveness of the goods and services to those specifications or a statement of deviations and exceptions to the provisions of the Technical Specifications.


(b)   If Bidder is not manufacturer:

If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii) and the Bidder shall demonstrate that it has successfully completed at least one contract of similar goods in the past five years.

In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interests.

Interested eligible bidders may obtain further information and inspect the bidding documents during office hours from 10:00 to 17:00 at the address given below (do not forget to put both e-mail addresses provided there in case of electronic correspondence for additional information).

A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of AZN 200 or USD 120. The method of payment will be bank transfer to:

Upon receipt of appropriate evidence of payment of the non-refundable fee, the hard copy of the bidding document may be collected from the same address by the bidder’s authorized representative in person or by a courier arranged by the bidder. However, no liability can be accepted by State Agency of Azerbaijan Automobile Roads for their loss or late delivery.

Bids must be delivered to the address below on or before 17:00 hours (local time) on                        11 September 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened at the address below on 17:00 hours (local time) on 11 September 2019.

All bids must be accompanied by a Bid Security. The amount and currency of the Bid Security shall be USD 3,500 or equivalent in a freely convertible currency.
